Huawei-3Com Deploys "E-Tambov" Network Bringing Expanded Government Services to Russian City of Tambov

Background
The south-central Russian city of Tambov is located about 420 km southeast of Moscow. Tambov, founded in 1636, is an industrial city of around 300,000 people. The city specializes in the manufacture of machine tools and equipment for the chemical industry. Factories also produce construction materials, textiles, shoes, and dairy and meat products. Russia's recent political stability has led to economic growth and improved standards of living. In 2002, the Russian government released Abstract of Russian Informationization Construction Object from 2002 to 2010. This Abstract stated that Russian Informationization should be constructed gradually by first creating the pre-conditions for implementation, then by implementing services such as online tax payments, entry-exit procedures, juridical person registrations and cancellations, and licensing and finally by applying information technology to everyday living and economic activities.

The Tambov city government's E-Tambov affairs information network is intended to be a high-speed, high-quality broadband network system connecting government offices to provide a uniform platform for integrated data, voice and video transmissions. The e-government project will facilitate the informationization construction of Tambov's economy and community service programs and position the city as a leader in electronic government.

Technology Solution
After careful review and several evaluations, Tambov decided to adopt Huawei-3Com's networking solution in the construction of their government affairs network. This solution provides overall support for entire electronic government infrastructure of Tambov. The Huawei-3Com solution involves multiple Huawei-3Com NE80 core routers, NE20 high-end routers, middle/low-end series 6500 and series 3000 switches, middle/low-end series 2800 and series 1800 routers, which met the requirements of Tambov's e-government network.

Why Huawei-3Com?
In 2004, Huawei-3Com was selected as the sole network equipment supplier for the Tambov government affairs information network project due to its complete network product offerings that provide a high-performance, secure, reliable and manageable electronic government solution. Huawei-3Com offered Tambov a full portfolio network vendor and a total solution provider.

Huawei-3Com constructed the Tambov city information infrastructure to support its community and government services and applications. In particular, the total MPLS VPN solution gives Tambov "one physical network, multiple service logic network" allowing city departments to offer different service systems with full protection for data transmissions.

Benefits
Tambov's e-government deployment experience offers a simple guide for other governments to follow as they design and construct similar networks to provide more secure, flexible and cost-effective solutions that allow them to deploy government services and applications meeting community business development needs.

All Huawei-3Com products deployed in the network have built-in multi-service support capabilities, giving E-Tambov the ability to provide multiple services, thus lowering the city's investment in deploying new services, such as video conferencing, IP telephony, and IP data applications.
