Chengdu is the capital of Sichuan province, one of the most populated provinces in China. Chengdu Local Taxation Bureau has 20 district branches, covering the widest area and most numbers of taxpayers in the south west of the country, 70% of its 230,000 taxpayers are from private business. During the peak season, 1,000 sets of PC are deployed to connect the tax data centre, handling the cases of approximately 80% of the total taxpayers.
The Challenge
The integrative datacom project is to satisfy requirements for taxation services of Chengdu Local Taxation Bureau in the coming 5 years. Economic globalization and information technology is posing challenge to tax collection, thus reformation to cope with future changes is necessary.
Modernization with new technology and a datacom network is needed to strengthen the operation and management of tax collection to improve quality and efficiency.Chengdu Local Taxation Bureau has to follow a centralization policy to "construct one network, establish one platform for three areas of coverage and set up four systems".
One network means the broadband and DDN network of Chengdu City Telecom to construct one network for the 3 levels of county, town and district business units. One platform means a unified standard application platform. The three areas of coverage include various working aspects, working procedures and working duties. The four systems are tax collection integrated management application, administration management, external information exchange application and taxation policy support system.

Technology Solution
The solution follows a principle of network unification to meet the requirements for "high functionalities, multi-services and high security". The datacom network of the whole city is divided into a WAN and core LAN to fulfill an IP network with comprehensive features.
Two sets of high functionalities NE40-4 are deployed as backup core routers to connect branches in 20 districts, allowing easy expansion to high speed circuit link of GE 2.5G POS.
Quidway® AR46 series routers can handle massive data volume and software upgrade to meet difference in network demand in various districts. High security is achieved with a combination of Firewall and CAMS user management software for safety authentication. It can upgrade seamlessly for broadband VPN access.
Quidway® R36 series support less data intensive area. Quidway® R2610 series allows enough ports for future expansion and cater to various network demand of different branches by providing FE, E1, ISDN, PSTN and ADSL. These AR series can all support VoIP.
2 sets of Quidway® S8505 are deployed as core layer devices, adopting dual running backup to guarantee reliability and operating with VRRP protocols for effective device and services backup. Sufficient access is allowed for core network connection.
To establish the backbone network, Quidway® S6503 can connect with switches at different layers such as Quidway® S3050E.
